NAVFAC Northwest has issued Solicitation No. N44255-26-R-0005 for the Multi-Mission Dry Dock Multiple Award Construction Contract, or MMDD MACC. The solicitation contemplates approximately five IDIQ MACC awards through a single-phase, one-step design-build competition. MACC awardees will later compete for task orders supporting the MMDD program.
The solicitation package frames the immediate competition around an offeror’s construction and design experience, past performance, financial information, small-business participation, pricing, and other proposal requirements. Its project-data sheet separately calls for construction and design experience and captures, among other things, the submitting entity’s role on prior work, project scope, contract type, delivery method, and—where applicable—the lead design firm.

- Relevant experience and past performanceThe experience form calls for separate construction and design project information, including the firm’s role, scope elements, delivery method, contract type, and project value or design fee where applicable. The past-performance questionnaire asks clients to address performance and project relevance.

NAVFAC’s ATC scope identifies potential subjects including bonding, economic price adjustments, payment structure, incentive milestones, liquidated damages, small-business utilization, contract-risk allocation, site access, security, outage requirements, logistics, long-lead items, scheduling, and sequencing.
