The project
A multi-decade construction program in Puget Sound.
SIOP is the Navy’s long-term program to rebuild its four public shipyards — dry docks, facilities, utilities, and shipyard layout. GAO estimates the program will cost more than $200 billion and take more than 50 years to complete. At Puget Sound Naval Shipyard & Intermediate Maintenance Facility, the major project is the Multi-Mission Dry Dock at Bremerton, with related waterfront, utility, and facility work at Naval Base Kitsap-Bremerton and Bangor.
NAVFAC manages the program and holds contracting authority for SIOP facilities and dry dock investments; NAVSEA is the technical authority for the shipyards. On August 28, 2026, NAVFAC established Officer in Charge of Construction Puget Sound Naval Shipyard (OICC PSNS), a dedicated command overseeing contracting, engineering, and construction for the Multi-Mission Dry Dock.

NAVFAC Northwest has published a presolicitation notice for a full-and-open Multiple Award Construction Contract supporting the Multi-Mission Dry Dock program. Firms first compete for a place on the MACC; MACC holders later compete for individual task orders.
The presolicitation materials contemplate approximately five IDIQ MACC awards and a single-phase, one-step design-build acquisition. Solicitation documents and amendments are to be issued through the PIEE Solicitation Module.

The anticipated schedule places the initial task-order solicitation and proposals before the MACC award. Offerors may need to propose on the first task order before knowing whether they will hold a place on the vehicle.

BONDING AND FINANCIAL CAPACITY
The anticipated size and duration of the MMDD work make bonding capacity more than a compliance item. Contractors should be evaluating how the MACC and anticipated task orders will affect aggregate bonding capacity, available credit, and the ability to pursue other work during a long period of performance.
EXPERIENCE AND PAST PERFORMANCE
The anticipated evaluation factors rate Technical Approach and Safety as acceptable or unacceptable, which places the competitive weight on Experience, Past Performance, Small Business Participation, and Price. Experience is expected to be evaluated for both design and construction, so the designer’s record will matter as much as the builder’s. Contractors should be assessing how closely their projects, and their design partners’ projects, match the work the Navy is likely to procure.
DEFINING RELEVANT EXPERIENCE
The MACC is expected to cover not only the Multi-Mission Dry Dock but also commercial building work. How the solicitation defines relevant experience across that range will shape who can compete. Ambiguities or requirements that unduly favor one type of firm generally must be raised before proposals are due.
TEAMING AND PROPOSAL READINESS
The period before solicitation release is consequential. Contractors evaluating the opportunity should be identifying design and construction partners, assessing gaps in relevant experience, resolving likely workshare and exclusivity issues, and assembling the information needed to demonstrate the qualifications of the proposed team when the solicitation is issued. Contractors should also confirm how the solicitation will credit the experience and past performance of affiliates, joint-venture members, and subcontractors, and structure the team accordingly.
